Step 1 — Isolate the source (free, 5 minutes)
Turn off every tap and appliance. Then check the SYABAS meter. If it's still spinning, water is escaping somewhere in your private plumbing. If it stops, the leak is inside a fixture (toilet cistern, water heater, etc.) — much easier.
Step 2 — Pressure test the incoming main
